India is one of the world’s most disaster-prone countries. Roughly 27 out of 35 states and union territories face regular exposure to floods, cyclones, earthquakes, droughts, and landslides. Managing these events is not just a matter of deploying rescue teams after the fact – it requires a carefully structured, multi-stage process that begins long before disaster strikes and continues well after the immediate crisis is over. Understanding how this process works is essential for anyone studying governance, public administration, or rural self-governance in India.

What is the disaster management process?
At its core, disaster management is a continuous and integrated process of planning, organising, coordinating, and implementing measures aimed at preventing, reducing, responding to, and recovering from disasters. The Disaster Management Act, 2005 – the foundational legislation in India – defines disaster management this way and establishes a tiered institutional structure to carry it out, from the National Disaster Management Authority (NDMA) at the top, all the way down to district and local bodies at the ground level.
The process is best understood through three broad stages: pre-disaster (prevention, mitigation, and preparedness), emergency response (immediate action during and just after a disaster), and post-disaster (recovery, rehabilitation, and reconstruction). These stages are not isolated – they form a continuous cycle, where lessons from each event feed back into better preparedness for the next.
Pre-disaster stage: preventing and preparing
The pre-disaster stage is the most critical and, unfortunately, the most often neglected. It includes three distinct but overlapping activities: mitigation, hazard mapping, and preparedness planning.
Hazard mapping and vulnerability analysis
Before any plan can be made, authorities must know what they are dealing with. Hazard mapping is the process of identifying the geographic areas most likely to be affected by specific disasters – whether floods, earthquakes, cyclones, or landslides. In practice, this involves participatory rural appraisal tools, where community groups take transect walks through their villages, recording the impact of past hazards and mapping vulnerable zones. The resulting hazard and vulnerability maps form the backbone of any preparedness plan.
At the national level, the NDMA has developed a web-based Dynamic Composite Risk Atlas and Decision Support System to help agencies map and analyse risk data across multiple hazard types. This kind of Geographic Information System (GIS)-based mapping allows planners to model risk scientifically rather than relying solely on historical memory.
Forecasting and early warning systems
Accurate forecasting can mean the difference between a manageable emergency and a catastrophe. India has invested significantly in early warning systems, particularly for cyclones. Under the National Cyclone Risk Mitigation Project (NCRMP), early warning dissemination systems have been installed in coastal states, providing timely alerts to communities before landfall. The government has also trained over 24,000 officials from sectors including health, education, and Panchayati Raj Institutions in disaster response skills through this programme.
For earthquakes and landslides, sensor-based monitoring systems and seismic risk mitigation programmes operate in high-risk zones. The India Disaster Resource Network (IDRN) further supports this by creating an e-platform to map available expertise and resources before emergencies arise.
Preparedness planning
Mitigation refers to long-term measures that reduce the impact of disasters before they happen – enforcing building codes in earthquake-prone zones, improving drainage infrastructure in flood-prone areas, or integrating disaster risk reduction into environmental impact assessments. Mitigation actions aim to reduce or eliminate long-term risk to people and property through sustained structural and non-structural measures.
Preparedness moves beyond mitigation to ensure that when a disaster does strike, systems are already in place to respond effectively. This includes developing emergency response plans, conducting mock drills, stocking relief materials, training volunteers, and establishing communication protocols. Under the Aapda Mitra Scheme, the Government of India has trained one lakh community volunteers across the country in first aid, search and rescue, and shelter management – a direct investment in ground-level preparedness.
As per the Disaster Management Act, 2005, every district authority must prepare a District Disaster Management Plan that covers prevention, mitigation, and preparedness measures in detail, in consultation with local authorities.
Emergency response stage: acting when it matters most
When a disaster actually occurs, the emergency response phase kicks in. Speed and coordination are everything at this stage. The key activities include search and rescue, medical response, evacuation, and the provision of immediate relief such as food, water, and temporary shelter.
India’s National Disaster Response Force (NDRF) is the primary agency for specialised rescue operations. The NDRF conducts mock exercises in all 36 states and union territories and runs a School Safety Programme to prepare children in high-risk areas. Alongside NDRF, state and district disaster management authorities activate their Emergency Operations Centres (EOCs), which serve as coordination hubs for all agencies involved in the response.
An important tool used during this stage is the Incident Command System (ICS) – a flexible, standardised management framework for commanding and coordinating resources at a disaster site. It defines clear roles and chains of command, preventing the confusion that can arise when multiple agencies respond to the same event simultaneously.
The NDMA has laid down minimum standards for relief operations, covering food, water, sanitation, healthcare, and shelter. These standards ensure that relief is equitable and accountable, not arbitrary. State governments are the primary disbursers of financial relief from the State Disaster Response Fund (SDRF), with the central government providing logistical and financial support.
Post-disaster stage: recovery, rehabilitation, and reconstruction
Once the immediate emergency has been addressed, the focus shifts to helping affected communities rebuild their lives. This stage has three overlapping components.
Recovery
Recovery is the process of restoring basic functioning – getting essential services like power, water supply, roads, and communications back online. It also includes damage assessment, which provides the data needed to plan rehabilitation and reconstruction. Implementing short-term actions that restore essential records, information, and business operations are all part of the recovery phase.
Rehabilitation
Rehabilitation addresses the medium-term needs of affected people – providing temporary housing, restoring livelihoods, supporting the psychological recovery of survivors, and helping communities regain self-reliance. This might involve distributing seeds and farming tools to agricultural households after a flood, or providing temporary schools and health facilities in earthquake-affected areas. Rehabilitation includes temporary public utilities and housing as interim measures to assist long-term recovery.
Reconstruction
Reconstruction is the long-term phase where damaged infrastructure is rebuilt – but not simply as it was before. The guiding principle here is “Build Back Better”, which means reconstructing in ways that are safer and more disaster-resilient than before, reducing vulnerability to future events. This principle is embedded in the National Disaster Management Plan (NDMP) 2019, which aligns India’s reconstruction goals with the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals (SDGs), and the Paris Agreement on Climate Change.
The role of community involvement
A disaster management process that exists only on paper – drafted by bureaucrats and stored in government offices – is not truly functional. Community involvement is what brings the system to life, particularly in rural India where formal response systems often arrive late.
The Disaster Management Act mandates the formation of Village Disaster Management Committees (VDMCs) headed by the Gram Panchayat Pradhan, covering everything from planning and awareness to actual execution during an emergency. These committees include ward members, local health workers, schoolteachers, youth volunteers, and representatives of women’s self-help groups. The VDMC is responsible for maintaining a village-level disaster management plan tailored to the specific hazards that village faces.
Economically and socially marginalised sections – women, Scheduled Castes, and Scheduled Tribes – suffer the most in disasters. Meaningful community involvement, especially through elected Panchayati Raj Institutions, ensures these groups have a voice in both pre-disaster planning and post-disaster relief and rehabilitation. The three-tier Panchayati Raj structure – Gram Panchayat, Panchayat Samiti, and Zila Panchayat – maps neatly onto the district, block, and village levels of disaster management planning, making it a natural vehicle for institutionalising community participation.
In Tamil Nadu and Puducherry, community-led hazard mapping exercises involving different stakeholder groups – including women’s groups, youth, and educators – produced detailed preparedness plans that have been shown to improve local resilience substantially. The key lesson from such programmes is that local knowledge, when systematically recorded and incorporated into formal plans, dramatically improves the quality and relevance of disaster preparedness at the ground level.
The planning framework: from national to village level
India’s disaster management planning framework operates at multiple levels simultaneously. The National Disaster Management Plan (NDMP), first released in 2016 and revised in 2019, provides the overarching framework for all government agencies. It defines roles and responsibilities across central ministries, state governments, and district-level bodies, with timelines for short, medium, and long-term actions.
Below this, each state prepares a State Disaster Management Plan, and each district prepares a District Disaster Management Plan, both of which must be consistent with the national plan and updated periodically. At the most local level, every village is expected to have its own disaster management plan aligned with its specific vulnerability – a flood-prone village in Assam will have a very different plan from a landslide-prone village in Uttarakhand or a cyclone-prone coastal village in Odisha.
This layered planning structure ensures that the process is both coordinated from above and locally relevant on the ground – though critics have noted that the Act’s tendency toward a top-down command structure can sometimes marginalise elected local bodies and community organisations, reducing them to passive participants rather than active decision-makers.
Challenges in the process
Despite a well-designed legal and institutional framework, the disaster management process in India faces real challenges. Inadequate infrastructure, limited community awareness, coordination gaps between agencies, rapid urbanisation with unplanned development, and the cascading hazards of the Himalayan and northeastern regions all complicate timely response. A Comptroller and Auditor General (CAG) report has also flagged implementation gaps, noting that the NDMA lacked sufficient oversight over the progress of disaster management work in many states.
The 2024 amendment to the Disaster Management Act seeks to address some of these issues by strengthening the role of the NDMA and improving coordination between central and state bodies. Integrating climate change projections into hazard mapping and rebuilding the capacity of local bodies to lead community-based disaster risk reduction remain the two most pressing priorities going forward.
