You pay a premium for a product labelled “pure,” “natural,” or “organic.” But how confident can you really be that what’s inside the packet matches what’s printed on the label? For millions of Indian consumers, that confidence is badly misplaced. Adulteration and poor product quality are not fringe problems limited to roadside vendors – they cut across packaged foods, dairy, spices, edible oils, and even non-food daily utilities. The scale of the problem is staggering, the health consequences are serious, and the regulatory machinery to address it remains stretched thin.

How widespread is the problem?
The numbers put out by India’s own food regulator are hard to ignore. According to FSSAI’s own data, nearly one in five food samples tested across India during 2024-25 failed to meet required safety standards. Over a five-year period, more than 1.74 lakh food samples were found unsafe, attracting penalties exceeding โน257 crore against violators. State-level disparities are sharp: Uttar Pradesh saw over 52% of samples fail, while Rajasthan, Maharashtra, Tamil Nadu, and Madhya Pradesh each recorded significant non-conformance rates.
In South India, data presented before Parliament in April 2025 showed that approximately one in every seven food samples tested across the five southern states between 2021 and 2024 failed safety standards. In 2022-23 alone, the failure rate peaked at over 20%, with Tamil Nadu, Telangana, and Kerala consistently reporting the highest non-compliance figures. This is not a sporadic problem – the consistency of the data across years points to a systemic failure.
What adulterants are we actually talking about?
The range of adulterants found in everyday products is both wide and alarming. Common adulterants detected in FSSAI testing include detergents in milk, synthetic dyes in sweets, lead chromate in turmeric, and calcium carbide in fruits used to hasten artificial ripening. The dairy sector has been particularly troubling – 83% of paneer samples tested in Noida and Greater Noida failed quality tests, with 40% deemed outright unsafe due to harmful chemicals. Around 12% of spice samples tested nationwide failed to meet safety standards, raising concerns about pesticide residues.
Edible oils are another high-risk category. Because they are both high in demand and relatively expensive, adulterators profit by mixing in cheaper, harmful substances – sometimes non-food-grade oils – without any visible change in appearance or smell. The consumer buying a one-litre tin of mustard oil from a neighbourhood shop has virtually no way to verify its purity without laboratory testing.
Health consequences: from acute to chronic
The health impact of adulteration is not merely theoretical. Immediate symptoms from consuming adulterated food include nausea, diarrhoea, and allergic reactions. But the longer-term consequences are far graver. Sustained consumption of adulterated food is linked to chronic conditions including kidney damage, liver dysfunction, and in some cases, cancer. The cumulative economic burden – from hospitalisation, loss of productivity, and healthcare costs – runs into significant national figures, though these are difficult to quantify precisely.
Children and rural populations tend to be most vulnerable. A community-based study conducted in Raebareli, Uttar Pradesh from November 2023 to June 2024 found that most rural women – who are primary caregivers and cooks – had limited awareness about common adulterants in kitchen staples like milk, cooking oil, spices, and pulses. Low awareness means that even when adulteration is present, families continue consuming contaminated food without recognising its source as the problem.
The organic label problem
Premium-priced “organic” products present a separate but related challenge. Indian consumers who pay significantly more for organic fruits, vegetables, and packaged goods are entitled to expect that these products are free from synthetic pesticides, fertilisers, and GMOs. In practice, that assurance is far from guaranteed.
According to a study by ICRIER, many dealers in India pass off inorganic products as organic due to inadequate regulatory frameworks and insufficient penalties for offenders. The core difficulty is the complexity of India’s agricultural supply chains – vast farming regions, multiple middlemen, limited inspection capacity, and the ease with which paperwork can be falsified all create significant gaps. Instances of certified organic fruits being found to contain residues from prohibited pesticides have been documented. FSSAI has issued the Food Safety and Standards (Organic Foods) Regulations to address this, recognising two certification systems – the National Programme for Organic Production (NPOP) under APEDA and the Participatory Guarantee System for India (PGS-India) – but verification at the point of retail remains weak.
The problem is not unique to food. In the textile sector, audits by the Global Organic Textile Standard (GOTS) uncovered fake Raw Cotton Transaction Certificates, where fraudsters created forged documents using templates from the Indian government agency APEDA, complete with fake QR codes that led to cloned government websites. Over 20,000 metric tonnes of fraudulent material were identified. If this level of sophisticated document fraud is occurring in a globally audited sector like organic textiles, it gives an indication of how difficult verification genuinely is for everyday consumers.
Why enforcement remains inadequate
India has robust legislation on paper. The Food Safety and Standards Act, 2006 established FSSAI and mandated science-based food safety standards, licensing requirements for food businesses, and a network of accredited testing laboratories. The Act provides for imprisonment up to life and heavy fines for the manufacture or sale of unsafe food. The Consumer Protection Act, 2019 adds another layer, with Section 90 specifically prescribing penalties for adulterated products – ranging from six months’ imprisonment (where no injury results) to life imprisonment (where the adulterated product causes death).
Yet enforcement consistently lags. A 2022 review by FSSAI itself found that detection of food adulteration cases increased from just 15% in 2012 to 28% in 2019 – which sounds like progress, but also reveals that nearly three-quarters of adulteration was going undetected even after a decade of effort. The root causes are structural. India lacks adequate food testing laboratories at the district level. Researchers have noted that existing test units often do not meet global standards, and that a quality assurance lab in every district is an urgent but unmet need. For rural areas and small towns, access to any testing facility is often non-existent.
Small food businesses – vendors, hawkers, and micro-processors with annual turnover below โน12 lakh – only need a basic registration, not an FSSAI licence. Many operate outside the formal system entirely, making routine inspection difficult and enforcement inconsistent.
Poor quality beyond food: the broader consumer goods problem
Adulteration is only part of the picture. Poor quality in non-food consumer goods – from substandard electrical fittings and construction materials to spurious medicines and counterfeit cosmetics – affects Indian consumers across income groups. A joint CRISIL and ASPA report from January 2024 estimated that 25% to 30% of all products sold in India are spurious. This encompasses everything from duplicate branded goods to outright counterfeits that carry fake labels of established manufacturers.
The Consumer Protection Act, 2019 addresses this through its product liability provisions. Under the Act, a consumer who suffers harm from a defective product can seek remedies including replacement, refund, compensation, and punitive damages. The three-tier Consumer Commissions – at the District (up to โน1 crore), State (โน1-10 crore), and National (above โน10 crore) levels – hear such complaints. The Central Consumer Protection Authority (CCPA) can suo motu investigate cases, recall hazardous goods, and impose penalties for misleading advertisements. Consumers can also file complaints online through the E-Daakhil portal, which has made access to the system significantly easier.
What consumers can do
Knowing your rights is the first step. Every consumer in India has the right to safe goods, the right to be informed about product contents and quality, and the right to seek redressal for defective or adulterated products. Practically, a few measures help. FSSAI’s DART (Detect Adulteration with Rapid Test) manual provides simple home-based tests – for instance, adding a drop of iodine to check for starch in milk, or checking whether turmeric dissolves cleanly in water – to detect common adulterants. The Food Safety Connect mobile app allows consumers to report adulteration directly to FSSAI. For organic products, checking whether they carry the India Organic logo and verifying the certification body’s details through APEDA’s portal provides a basic layer of assurance.
Consumer organisations such as the Consumer Guidance Society of India, VOICE, and the Consumer Education and Research Centre (CERC) also conduct independent product testing and publish findings, providing a non-governmental check on product quality in the market.
The path forward
Addressing adulteration and poor quality requires simultaneous action on multiple fronts. On the regulatory side, the gap between laws and their enforcement must close – more testing laboratories, better-funded inspection machinery, stricter follow-through on criminal penalties, and digital traceability systems for food supply chains are all necessary. On the consumer side, awareness drives that reach rural households in local languages are essential. FSSAI’s “Food Safety on Wheels” programme, which deploys mobile testing labs to extend reach into remote areas, is a step in the right direction – but coverage remains limited relative to the scale of the problem.
Technology holds some promise. QR codes, RFID traceability systems, and blockchain-based supply chain records can make it far harder to pass off adulterated or inorganic goods as premium products. But these tools are only effective when backed by regulatory will and genuine penalties for non-compliance.
