Every time you buy a packaged product in India – a pressure cooker, an electrical switch, a child’s toy, or even a piece of gold jewellery – there is a good chance you are relying on a system you may never have consciously noticed. That system is built and maintained by the Bureau of Indian Standards (BIS), India’s national standards body. BIS works quietly in the background to ensure that what you buy is safe, reliable, and of the quality claimed. For consumers, it is one of the most consequential government institutions – and yet one of the least discussed.

What is BIS and how did it come about?
BIS traces its origins to the Indian Standards Institution (ISI), which was set up on 6 January 1947, barely months before Independence. The ISI introduced its Certification Marks Scheme in 1955, and the familiar ISI mark on products dates to that period. The Bureau of Indian Standards was formally constituted on 1 April 1987 under the BIS Act of 1986, replacing the ISI. Three decades later, a significantly upgraded Bureau of Indian Standards Act, 2016 was notified on 22 March 2016 and brought into force on 12 October 2017. This new law repealed the 1986 Act and expanded BIS’s mandate considerably – from covering just goods and articles to also covering services, systems, and processes. BIS operates under the Ministry of Consumer Affairs, Food & Public Distribution, and the Minister holding that portfolio is the ex-officio President of BIS.
What does BIS actually do?
BIS has a broad mandate that touches nearly every sector of the economy. Its core activities span standards formulation, product certification, hallmarking of precious metals, laboratory testing, and consumer engagement. Together, these functions serve a dual purpose: supporting industry and trade on one side, and protecting consumers on the other.
Formulating Indian Standards
The primary function of BIS is to develop and publish Indian Standards (IS) – the technical benchmarks that define quality, safety, and performance requirements for products and processes. As of recent years, over 21,000 Indian Standards are in force, covering a wide range of sectors from food and agriculture to electronics, construction, and chemicals. These standards are formulated through 14 Division Councils, each representing a broad area of technology or economic activity, such as chemical engineering, civil engineering, electrical engineering, or food and agriculture. Under each Division Council operate specialist Sectional Committees, supported further by subcommittees and panels for more specific subject areas. Crucially, decisions in BIS technical committees are reached through consensus, and the committee structure deliberately brings together manufacturers, users, technologists, and regulators to ensure no single interest dominates the process. Around 1,000 technical committees involving more than 15,000 experts are currently active in this work.
The standard formulation process: how a standard is born
The process of creating an Indian Standard is methodical and participatory. It begins with identifying a need – this could be raised by consumers facing quality problems, by manufacturers seeking clarity on specifications, or by the government as part of a policy initiative. Once the need is established, a technical committee of relevant experts is formed or tasked. The committee develops a draft standard, after which it enters a wide circulation stage: the draft is published in BIS’s journal Standards India, made available on the BIS website, and sent to identified stakeholders. A public comment period of 60 days allows anyone – industry associations, consumer organisations, academic institutions, or individuals – to submit feedback. The committee reviews all comments, makes appropriate changes, and finalises the standard. BIS’s Manual for Standards Formulation makes clear that all decisions must be transparent, adequately justified, and respectful of wider interests, including those that may not be directly represented in the committee. Once approved, Indian Standards are periodically reviewed and may be reaffirmed, amended, revised, or withdrawn as technology and conditions change.
Aligning with international standards
BIS does not formulate standards in isolation from the rest of the world. As a signatory to the WTO’s Code of Good Practice under the Agreement on Technical Barriers to Trade (TBT), BIS is committed to aligning Indian Standards with international benchmarks wherever appropriate – primarily those of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). BIS is a founder member of ISO and represents India in both ISO and IEC. This alignment matters enormously for trade: when Indian standards match international norms, Indian exporters face fewer technical barriers in foreign markets, and importers can more easily demonstrate compliance. BIS also serves as the WTO-TBT Enquiry Point for India (for all sectors except telecom), meaning it is the official channel through which other countries can raise questions or submit comments on India’s proposed technical regulations.
Product certification: the ISI mark and beyond
BIS’s Product Certification Scheme is what most consumers encounter in everyday life. When a manufacturer obtains a BIS licence, they are permitted to use the Standard Mark – popularly known as the ISI mark – on products that conform to the relevant Indian Standard. This mark serves as a third-party guarantee of quality, safety, and reliability. BIS certification is voluntary in principle, but the Central Government can make it compulsory for specific products in the public interest – for reasons such as protection of human health, environmental safety, national security, or prevention of unfair trade practices. Products like LPG cylinders, electrical cables, cement, and drinking water pipes fall under this mandatory certification regime. BIS maintains a network of eight laboratories – most of which are NABL-accredited – testing approximately 25,000 samples annually across chemical, food, electrical, and mechanical categories.
Under the BIS Act 2016, the certification landscape has also been extended. The Compulsory Registration Scheme (CRS) applies specifically to electronic and IT products, requiring manufacturers to self-certify compliance before placing their products on the Indian market. BIS also operates a Foreign Manufacturers Certification Scheme (FMCS), allowing overseas manufacturers to obtain a BIS licence for products they intend to export to India. A foreign manufacturer must appoint an Authorized Indian Representative to liaise with BIS throughout the process.
Hallmarking: protecting buyers of gold and silver
One area where BIS directly and visibly shields the ordinary consumer is the hallmarking of precious metals. Hallmarking is the accurate determination and official recording of the proportionate content of precious metal in precious metal articles – in effect, an independent guarantee of purity. The BIS Hallmarking Scheme for gold was launched in 2000, and for silver in 2005. In June 2021, the government made hallmarking of gold jewellery mandatory across a phased set of districts, covering 14, 18, 20, 22, 23, and 24-carat gold. From April 2023, all hallmarked gold jewellery must carry a unique six-digit alphanumeric Hallmark Unique Identification Number (HUID), which allows individual pieces to be traced through the supply chain. If a consumer finds that the actual purity of hallmarked jewellery is less than what is stamped on it, BIS regulations entitle the buyer to compensation equal to twice the monetary value of the purity shortfall, plus testing charges. This is a direct and enforceable consumer protection mechanism.
Ecomark and other certification schemes
Beyond the ISI mark and hallmarking, BIS administers the Ecomark Scheme on behalf of the Government of India. The Ecomark is a label granted to products that meet environmental standards across their life cycle – from manufacture to disposal. Product categories covered include soaps and detergents, paints, packaging materials, batteries, electrical and electronic goods, textiles, and more. This scheme connects quality certification with sustainability, helping environmentally conscious consumers make informed choices.
BIS and consumer grievance redressal
BIS is not just a rule-setter; it also acts on consumer complaints. The Bureau maintains a Grievance Cell at its headquarters to address complaints about degraded quality of BIS-certified products. If a consumer finds a product bearing the ISI mark does not meet the expected standard, they can report it directly to BIS. BIS also has a BIS CARE mobile app through which consumers can verify whether a product or jeweller is genuinely BIS-registered, and file complaints about quality issues with ISI-marked, hallmarked, or CRS-registered products. This digital tool has made the grievance mechanism more accessible to the general public. Under Section 33 of the BIS Act 2016, any person who misuses the Standard Mark or violates certification provisions can face imprisonment of up to one year, a fine of up to โน50,000, or both – providing a legal deterrent against fraudulent marking.
BIS’s role in trade facilitation and national initiatives
BIS does not operate in isolation from broader economic policy. Its standards work directly supports major government programmes such as Make in India and Ease of Doing Business by providing Indian industry with a clear quality framework that is also internationally recognisable. For small-scale entrepreneurs, BIS operates an SSI Facilitation Cell with an incentive scheme to encourage smaller manufacturers to obtain ISI certification, recognising that these businesses are often the backbone of domestic production. In 2021, the Government of India also launched the “One Nation, One Standard” initiative, aimed at harmonising standards across the multiple standard-development organisations operating in India – with BIS at the centre of that effort.
India’s commitment to aligning its standards with international norms through BIS is critical as the country deepens its integration into global supply chains. When Indian products carry standards that are recognisable abroad, they face fewer technical hurdles in export markets. Conversely, mandatory BIS certification for imports ensures that foreign goods entering India meet the same quality and safety expectations as domestically produced ones – preventing India’s market from becoming a dumping ground for substandard products.
