In an era where technology reshapes every aspect of human life, the question of who gets access to these transformative tools has become a critical concern. The World Summit on Information Society (WSIS), convened under the United Nations with leadership from the International Telecommunication Union, emerged as a landmark initiative to address this fundamental challenge. Through its comprehensive framework, the summit sought to create a people-centered information society where technology serves as a bridge rather than a barrier to development.

The genesis of a global digital vision

The late twentieth century witnessed an unprecedented digital revolution that promised to transform societies worldwide. However, this transformation came with a stark reality: not everyone had equal access to these new technologies. Recognizing that these challenges required high-level global discussion, Tunisia proposed the concept of WSIS at the ITU Plenipotentiary Conference in 1998. The United Nations General Assembly endorsed this initiative through Resolution 56/183 on December 21, 2001, paving the way for a two-phase summit.

The first phase took place in Geneva from December 10-12, 2003, where delegates from 175 countries adopted a Declaration of Principles and a comprehensive Plan of Action. The second phase occurred in Tunis from November 16-18, 2005, focusing on implementation mechanisms and unresolved issues from the Geneva phase.

Understanding the digital divide

At the heart of WSIS lies the concept of the digital divide, which refers to the gap between those who have access to information and communication technologies and those who do not. This divide exists both internationally between developed and developing nations, and domestically within countries across different socioeconomic groups. The summit aimed to bridge this divide by increasing internet accessibility in the developing world and ensuring that technology benefits all segments of society.

The digital divide is not merely about physical access to technology. It encompasses multiple dimensions including infrastructure availability, affordability of services, digital literacy, relevant content in local languages, and the capacity to use ICTs effectively for development purposes. WSIS recognized that addressing these multifaceted challenges required coordinated international action.

The Geneva Plan of Action: A roadmap for connectivity

The Geneva Plan of Action established concrete action lines to translate principles into practice. These action lines covered eleven critical areas, each addressing different aspects of building an inclusive information society.

Ambitious connectivity targets

One of the most significant contributions of the Geneva phase was the establishment of indicative targets to be achieved by 2015. These targets included connecting villages with ICTs and establishing community access points, connecting educational institutions from primary schools to universities, linking scientific and research centers, connecting public libraries and cultural centers, ensuring health facilities have ICT access, and adapting school curricula to meet Information Society challenges.

The plan also aimed to ensure that more than half the world’s population would have access to ICTs within their reach and that all people would have access to television and radio services. These targets served as benchmarks for measuring progress toward digital inclusion.

Infrastructure and capacity building

The action lines emphasized that infrastructure is central to achieving digital inclusion, enabling universal, sustainable, and affordable access to ICTs. Governments were encouraged to support competitive environments for ICT infrastructure investment, develop broadband networks including satellite systems, and address the special requirements of vulnerable groups including older people, persons with disabilities, and marginalized children.

Capacity building received equal attention, with recognition that everyone should have the necessary skills to benefit fully from the Information Society. This included integrating ICTs into education at all levels, developing programs to eradicate illiteracy using ICTs, promoting digital literacy for all segments of society, and creating training programs specifically for information professionals.

The Tunis phase: Implementation and governance

The second phase in Tunis built upon the Geneva foundations by addressing critical issues that remained unresolved, particularly concerning financing mechanisms and internet governance. The Tunis Agenda for the Information Society reaffirmed the Geneva principles while establishing concrete implementation frameworks.

Creation of the Internet Governance Forum

A major outcome of the Tunis phase was the creation of the Internet Governance Forum (IGF), which provided a platform for multistakeholder dialogue on public policy issues related to internet governance. The IGF addresses critical topics including cybersecurity, cybercrime, spam, freedom of expression, privacy, data protection, and multilingualism. This forum embodies the multistakeholder approach that WSIS championed, involving governments, private sector, civil society, and international organizations.

Financial mechanisms for digital solidarity

The Tunis phase also tackled the crucial question of financing ICT development in developing countries. Recognizing that bridging the digital divide requires substantial resources, the summit outlined strategies for mobilizing human, financial, and technological resources. This included mainstreaming ICTs into official development assistance, encouraging private sector investment, and exploring innovative financing mechanisms.

The multistakeholder approach

One of WSIS’s most innovative aspects was its embrace of a multistakeholder model. Unlike traditional UN summits that focused primarily on governmental participation, WSIS recognized that all stakeholders have important roles to play in building the Information Society. Governments lead in developing national e-strategies, the private sector contributes to infrastructure and innovation, civil society ensures equitable development, and international institutions provide resources and coordination.

This approach acknowledged that building an inclusive Information Society requires partnerships among all stakeholders. The summit encouraged the formation of public-private partnerships and multi-sector partnerships to drive concrete ICT development projects at local, regional, and national levels.

Action lines for sustainable development

The eleven WSIS Action Lines have since been recognized as foundational principles for fostering knowledge societies. These action lines address the role of governments and stakeholders in ICT promotion, information and communication infrastructure, access to information and knowledge, capacity building, building confidence and security in ICT use, creating enabling environments, ICT applications across various sectors, cultural and linguistic diversity, media development, ethical dimensions, and international cooperation.

Following the UN General Assembly’s 2015 review, these action lines were closely aligned with the Sustainable Development Goals, highlighting how ICTs serve as cross-cutting enablers for social, economic, cultural, and environmental development.

Legacy and continuing relevance

The WSIS process did not end with the Tunis summit. Since 2005, annual WSIS Forums have provided platforms for stakeholders to monitor progress, share best practices, and address emerging challenges. The WSIS+20 Forum High-Level Event in 2024 marked twenty years of progress in implementing WSIS outcomes, reviewing achievements while identifying persistent challenges.

The summit established May 17 as World Information Society Day, created mechanisms for regular stocktaking of progress, and developed frameworks for ongoing collaboration. The WSIS Prizes honor outstanding projects that leverage ICTs to accelerate achievement of sustainable development goals, providing recognition and motivation for continued innovation.

Persistent challenges and emerging issues

Despite two decades of progress, significant challenges remain. Digital divides persist within and between countries, with disparities in access, affordability, digital literacy, and meaningful use of ICTs. New challenges have emerged including those posed by artificial intelligence, data privacy concerns, cybersecurity threats, and the need to ensure that rapid technological advancement benefits all rather than exacerbating existing inequalities.

The WSIS process continues to advocate for a people-centered approach to digitalization, addressing these emerging challenges while maintaining focus on its core mission of building an inclusive information society. This includes advocating for policies that ensure economic transitions benefit all, establishing frameworks for ethical development of new technologies, and ensuring that digital tools amplify human rights rather than diminish them.

WSIS in the Indian context

For India and other developing nations, WSIS principles have provided crucial frameworks for national ICT strategies. The emphasis on connecting educational institutions, promoting digital literacy, developing local content, and ensuring affordable access aligns with India’s own digital transformation initiatives. The multistakeholder approach resonates with efforts to involve government, industry, civil society, and academia in building digital infrastructure and services.

India’s participation in WSIS processes, including contributions to the Internet Governance Forum and implementation of action lines, reflects recognition that digital inclusion is essential for sustainable development. The summit’s focus on using ICTs for sectors like agriculture, health, education, and governance has particular relevance for addressing development challenges in diverse Indian contexts.
