That is precisely the role played by technology transfer organisations – the institutional bridge between invention and commercialisation. Whether you are a student of patent law, an entrepreneur navigating India’s IP ecosystem, or simply curious about how innovation moves through formal channels, understanding these organisations is essential. This post maps out the key players facilitating technology transfer both in India and on the global stage.

What technology transfer organisations actually do

A technology transfer organisation (TTO) is an entity – governmental, intergovernmental, or institutional – that helps move innovations from the laboratory to the marketplace. According to WIPO’s framework on technology transfer, this typically involves evaluating an invention’s commercial potential, securing IP rights, developing a commercialisation strategy, negotiating licensing agreements, and monitoring compliance with those agreements. In practice, these organisations act as intermediaries: they work with researchers to protect their inventions, identify potential industry partners, negotiate licensing deals, and sometimes provide direct funding or technical assistance to scale up the technology. Without this infrastructure, a large proportion of publicly funded research would simply remain in academic journals without ever benefiting society.

Major technology transfer organisations in India

National Research Development Corporation (NRDC)

The National Research Development Corporation is India’s premier knowledge transfer organisation for commercialising publicly funded research. Established in December 1953 under the Ministry of Science and Technology, NRDC operates under the Department of Scientific and Industrial Research (DSIR). Its core mandate is to promote, develop, and commercialise technologies, inventions, patents, and processes emerging from national R&D institutions and universities. NRDC essentially acts as a technology broker – it patents innovations on behalf of research institutions, licenses them to private sector companies, and earns royalties that are shared with the originating institution. Over the decades, NRDC has licensed technologies to more than 4,800 entrepreneurs and maintains information on over 5,000 Indian technologies and 2,000 foreign technologies from countries including Israel, China, Russia, and Japan. Beyond licensing, NRDC also offers meritorious invention awards, techno-commercial support, and financial assistance for IPR protection. Its Intellectual Property Facilitation Centre (IPFC), a joint initiative with the Ministry of Micro, Small and Medium Enterprises (MoMSME), organises IPR awareness programmes and provides pre-filing services, prior art searches, and patent filing support specifically for MSMEs and startups.

Technology Information, Forecasting and Assessment Council (TIFAC)

TIFAC was set up in 1988 as an autonomous body under the Department of Science and Technology (DST), Government of India. Its purpose is forward-looking: to assess technology trajectories, identify areas of national priority, and support innovation through collaborative action with industry and academia. One of TIFAC’s most significant contributions is its Technology Vision documents – it published Technology Vision 2020 under the leadership of Dr A.P.J. Abdul Kalam in 1996, and more recently, Technology Vision 2035, released by Prime Minister Narendra Modi at the 103rd Indian Science Congress in Mysuru. Vision 2035 covers twelve thematic roadmaps including healthcare, energy, water, transportation, and ICT. TIFAC also runs Patent Facilitation Centres (PFCs) across multiple states, which provide free patent search services to government departments, universities, and scientists, and assist with filing IP applications. The cost of IP filings under TIFAC’s panel is borne by the Department of Science and Technology. A notable initiative is KIRAN-IPR, which empowers women scientists in R&D through training on intellectual property rights – an initiative recognised with the Nari Shakti Puraskar 2015.

Biotech Consortium India Limited (BCIL)

Incorporated in 1990 as a public sector company under the Department of Biotechnology (DBT), BCIL specialises in supporting the commercialisation of biotechnology innovations. Its services span business plan development, IPR management, technology transfer facilitation, project consultancy, and partnership building between academic institutions and industry. BCIL serves as a critical interface in India’s biotech sector, particularly for innovations relating to agriculture, healthcare, and industrial biotechnology. For Indian law students and innovators working at the intersection of life sciences and IP, BCIL represents a key institutional player that helps navigate commercialisation complexities.

Biotechnology Industry Research Assistance Council (BIRAC)

BIRAC functions under a public-private partnership model and operates under the Department of Biotechnology. It is a unique organisation in India’s technology transfer landscape because it combines developmental objectives – particularly around food security and public health – with industry-facing functions. BIRAC provides competitive grants, supports product development programmes, and collaborates with both academic and industrial sectors. It has an in-house Policy and Analysis Cell (PAC) that evaluates proposals from a techno-commercial perspective and identifies priority areas in biotech requiring support. Through its National Biopharma Mission, BIRAC has been supporting the establishment of Technology Transfer Offices (TTOs) at academic institutions to strengthen the academia-industry interface and encourage translation of research into products.

Asian and Pacific Centre for Transfer of Technology (APCTT)

The APCTT is a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), established in 1977 and headquartered in New Delhi, India. Although it is a UN body, its headquarters in India makes it particularly relevant to the Indian innovation ecosystem. APCTT works to strengthen national innovation systems across the Asia-Pacific region by promoting technology transfer between member states – including both North-South and South-South transfers. The centre has developed working linkages with organisations including the World Bank, Asian Development Bank, UNIDO, and innovation agencies in Canada, France, South Korea, and the Netherlands. For Indian startups and researchers, APCTT provides advisory services, technology needs assessments, technology market reports, and information on available technologies across the region.

Technology Bureau for Small Enterprises (TBSE) / SIDBI

The Technology Bureau for Small Enterprises, operating under the Small Industries Development Bank of India (SIDBI), focuses specifically on helping small and medium enterprises (SMEs) access appropriate technologies. It provides funding, consulting, and information services to help small businesses identify, acquire, and deploy technologies suited to their scale of operations. This organisation is particularly relevant in the Indian context given the dominant role of MSMEs in the economy. SIDBI’s involvement ensures that the financial dimension of technology acquisition – which is often the biggest barrier for small enterprises – is addressed alongside the informational and advisory support.

Council of Scientific and Industrial Research (CSIR) and CSIR-Tech

The CSIR is one of India’s largest publicly funded R&D networks, comprising 37 national laboratories spread across the country. CSIR has historically been a major source of technologies transferred through NRDC, with the Central Silk Board being the single largest contributor followed by CSIR in terms of technologies channelled through NRDC. CSIR-Tech Private Limited (CTPL) is CSIR’s commercial arm dedicated to technology commercialisation, licensing, and consultancy. For innovators, CSIR labs and CSIR-Tech together represent a significant ecosystem for accessing indigenously developed technologies across sectors including pharmaceuticals, chemicals, electronics, and materials science.

Major technology transfer organisations globally

World Intellectual Property Organization (WIPO)

At the international level, WIPO is the central multilateral body shaping the norms and infrastructure of technology transfer. WIPO’s role is multi-dimensional: it maintains global patent databases like PATENTSCOPE, which provides access to more than 47 million patent documents and supports technology licensing and transfer transactions; it runs the Successful Technology Licensing (STL) programme that trains universities and research institutions in negotiating licensing deals; it facilitates WIPO GREEN, an interactive marketplace that connects providers and seekers of environmentally friendly technologies; and it operates WIPO Re:Search, which catalyses development of medicines for neglected tropical diseases by enabling IP sharing among research partners. WIPO also works closely with UNESCO, UNCTAD, and UNIDO to ensure its technology transfer programmes align with broader development objectives. For India, WIPO’s frameworks are directly relevant because they inform domestic IP policy, the PCT filing process, and international licensing arrangements.

United Nations Conference on Trade and Development (UNCTAD)

Established in 1964, UNCTAD serves as the focal point within the UN system for the integrated treatment of trade, development, technology, and investment. On technology transfer specifically, UNCTAD has historically championed the interests of developing countries in multilateral negotiations – notably through its efforts to negotiate an International Code of Conduct on Technology Transfer between 1976 and 1985. Today, UNCTAD’s work spans policy research on technology gaps between developed and developing countries, analysis of technology transfer channels and their effectiveness, and technical assistance programmes to build absorptive capacity in developing economies. UNCTAD’s research is particularly relevant for understanding how countries like India can leverage technology transfer to close industrial capability gaps and participate more effectively in global value chains.

United Nations Industrial Development Organization (UNIDO)

UNIDO is a specialised UN agency focused on inclusive and sustainable industrial development. In the technology transfer domain, UNIDO operates a global network of Investment and Technology Promotion Offices (ITPOs) that facilitate matchmaking between technology providers and technology seekers across developed and developing countries. UNIDO helps establish industrial clusters, supports public-private partnerships, and provides technical assistance to help developing countries access and absorb new technologies. UNIDO has also been active in coordinating COVID-19 related technology transfer initiatives and more recently, in a joint initiative with UNCTAD, on inclusive digital economy solutions. For Indian industry, UNIDO represents an important channel for accessing international technologies and partnerships, particularly in manufacturing and clean technology sectors.

Association of University Technology Managers (AUTM)

While AUTM is primarily a US-based professional association, it has become an internationally recognised standard-setter in the field of university technology transfer. AUTM defines university-level technology transfer as the process of transferring scientific findings from one organisation to another for further development and commercialisation. Its annual licensing surveys provide benchmark data on royalty revenues and licensing activity at universities globally. AUTM’s frameworks and best practices have influenced the design of Technology Transfer Offices at universities and research institutions worldwide, including in India, where institutions are increasingly being encouraged to create dedicated TTOs modelled on similar structures. WIPO has collaborated with AUTM to develop training materials and programmes for university technology managers in developing countries.

European Patent Office (EPO) and national IP offices

Beyond the organisations described above, national and regional patent offices also play a significant facilitative role in technology transfer. The European Patent Office (EPO) provides a centralised patent grant process for European countries and actively promotes technology transfer through patent information tools and licensing marketplaces. The United States Patent and Trademark Office (USPTO) similarly drives technology commercialisation domestically while also contributing to international platforms – for instance, by becoming a partner in WIPO GREEN to accelerate the transfer of clean energy technologies. These offices create the enabling legal infrastructure – through patent grants, published patent databases, and licensing frameworks – within which technology transfer transactions take place.

Why this landscape matters for India’s innovators

India’s innovation ecosystem has evolved significantly over the past two decades, with increased patent filings, a more active startup culture, and greater government emphasis on technology commercialisation. Navigating this ecosystem effectively requires knowing which organisation to approach at which stage. An individual inventor with a novel process innovation might start with NRDC’s IPFC for patent filing assistance. A university researcher in biotechnology would benefit from engaging BIRAC or their institution’s TTO under the National Biopharma Mission. A startup looking to acquire a foreign technology might look to APCTT or SIDBI’s TBSE. And for cross-border licensing or filing international patents under the PCT system, WIPO’s resources become directly relevant. Understanding the specific mandates, sectors of focus, and services of each organisation is not just academic knowledge – for innovators and legal professionals alike, it is practical infrastructure for bringing inventions to market.
