Businesses worldwide invest billions to collect, analyze, and leverage this data to understand consumer behavior and target their products more effectively.

Identity information serves as a powerful proxy for consumer preferences. When direct information about purchasing motivations is difficult to obtain, companies rely on demographic data, browsing patterns, and transaction histories to predict what products or services individuals are most likely to buy.

Understanding identity as an economic commodity

In the modern economy, identity information has been described as the business of buying and selling information as a commodity. Unlike traditional physical commodities, personal data is intangible yet holds immense economic value. The transformation of identity into a tradeable asset has occurred gradually as technologies for collecting and analyzing personal information have become increasingly sophisticated.

Personal identity in the digital realm comprises multiple elements. Demographic information includes age, gender, location, income levels, and educational background. Behavioral data tracks online activities such as websites visited, products viewed, and time spent on particular pages. Transaction histories reveal purchasing patterns, payment methods, and brand preferences. Location data from smartphones and wearable devices provides real-time information about movements and habits.

What makes identity information particularly valuable is its predictive power. By analyzing past behaviors and preferences, companies can anticipate future actions with remarkable accuracy. This ability to forecast consumer behavior translates directly into competitive advantages in marketing and product development.

This marketplace operates largely invisibly to average consumers, yet it powers much of the modern digital economy. Data brokers specialize in aggregating information from multiple sources, processing it, and selling or licensing it to third parties. These companies collect extensive dossiers including names, addresses, telephone numbers, email addresses, gender, age, marital status, children, education, profession, income, political preferences, and property ownership. Major data brokers like Experian, Equifax, and Acxiom manage databases containing information on millions of consumers.

Advertisers and marketers purchase identity information to target specific consumer segments with tailored messages. Behavioral advertising uses internet cookies and tracking technologies to understand browsing tendencies and create defined audience segments. This allows companies to place advertisements in front of consumers most likely to respond positively.

Analytics providers transform raw data into actionable business insights. These companies employ sophisticated algorithms to identify patterns, segment audiences, and predict future behaviors.

How identity information flows

The transfer of identity information typically begins when users interact with online services. Online trackers collect millions of data points each day through cookies, device fingerprinting, and other tracking technologies. This information is then compiled into profiles that follow individuals across the internet.

Through real-time bidding systems, advertisers participate in automated auctions occurring in milliseconds when a user visits a webpage. These systems rapidly relay information about consumers to facilitate the sale of digital advertising space. The process allows for highly targeted advertising based on comprehensive user profiles.

Businesses leverage identity information in numerous ways to improve their operations and increase profitability. Targeted advertising represents the most visible application. Studies show that 76% of consumers are more likely to buy from brands that personalize their marketing strategy. By understanding individual preferences and behaviors, companies can deliver relevant advertisements that resonate with specific audience segments.

Product development benefits significantly from identity data. Companies analyze consumer preferences to identify market gaps and design products that meet specific needs. This information guides decisions about features, pricing, and positioning in the marketplace.

Customer service optimization uses identity profiles to personalize interactions and anticipate customer needs. When service representatives have access to comprehensive customer histories, they can provide more efficient and satisfactory support.

Risk assessment and fraud detection employ identity information to verify users and identify suspicious activities. Financial institutions particularly rely on detailed identity profiles to make lending decisions and prevent fraudulent transactions.

The Indian digital identity landscape

India has taken a distinctive approach to digital identity through the development of comprehensive public infrastructure. The India Stack provides a digital identity to every Indian while facilitating easy, cost-free, mobile-first digital transactions. At its foundation lies Aadhaar, a biometric digital ID system that has enrolled over 1.2 billion people.

This infrastructure has transformed financial inclusion and digital commerce in India. The Unified Payments Interface (UPI) layer allows interoperable digital payments between banks, fintech firms, and digital wallets, enabling millions in the informal economy to participate in the digital financial system.

Over 1,644 billion digital transactions took place in India in FY 2023-24, demonstrating the massive scale of digital identity usage in the country’s economy. This digital infrastructure has created both opportunities and challenges regarding how personal identity information is collected, used, and protected.

Privacy concerns and regulatory responses

The commodification of identity information raises significant privacy concerns. Data brokers often compile sensitive consumer profiles that can expose individuals to unwanted attention or discrimination. Categories like economically vulnerable populations or individuals with specific health interests create potential for exploitation.

Data brokers use secret algorithms to build profiles on individuals, creating a scored society where people face algorithmic evaluation they may not even know is occurring. These scores can determine interest rates, eligibility for benefits, and employment opportunities, yet the information used is often inaccurate or biased.

National security and surveillance risks emerge when detailed personal information becomes available to hostile entities. Countries of concern can purchase detailed information about military personnel, government employees, and other citizens for pennies per person, enabling mass surveillance operations.

Regulatory frameworks

Different jurisdictions have adopted varying approaches to regulate the identity information economy. The European Union’s General Data Protection Regulation (GDPR) provides comprehensive protections requiring explicit consent for data collection and granting individuals rights to access, correct, and delete their information.

In the United States, regulation remains fragmented across state lines. India is developing its own regulatory framework for data protection, balancing the benefits of digital innovation with the need to protect individual privacy. The approach differs from both the market-oriented U.S. model and the harm-prevention focus of European regulations.

Emerging technologies and future challenges

Artificial intelligence and machine learning are transforming how identity information is processed and used. These technologies enable more sophisticated profiling and prediction while also creating new risks. AI-driven technologies enable the creation of deepfake videos, voice cloning, and digitally synthesized images that can closely mimic real individuals.

The concept of personality rights has gained significance in the digital age, particularly in India where courts have recognized that celebrities and public figures have the right to control commercial use of their identity. Courts have increasingly positioned personality rights as deserving robust protection against unauthorized exploitation, though comprehensive statutory frameworks remain absent.

Technological solutions are emerging to help individuals protect their privacy while enabling beneficial data analysis. Techniques like differential privacy, federated learning, and zero-knowledge proofs aim to extract insights from data without exposing individual information. However, their implementation remains technically challenging and adoption has been limited.

The path forward

The transformation of identity into a commodity represents a fundamental shift in how economies function. As businesses continue to recognize the value of personal information, the tension between commercial interests and individual privacy will intensify. Finding the right balance requires thoughtful consideration of competing interests.

Transparency in data practices remains essential. Consumers should understand what information is being collected, how it is used, and who has access to it. Clear and comprehensible privacy policies, rather than lengthy legal documents, would enable more informed decision-making.

Individual control over personal data needs strengthening. People should have meaningful choices about whether to share their information and the ability to access, correct, or delete data held about them. Opt-in rather than opt-out mechanisms would better respect individual autonomy.

Accountability mechanisms must ensure that companies collecting and using identity information face consequences for misuse or inadequate security. Strong enforcement of existing regulations and development of new frameworks appropriate to emerging technologies will be crucial.

The frameworks established today will shape the digital economy for decades to come. By balancing innovation with protection of individual rights, societies can harness the benefits of identity information while safeguarding privacy and autonomy.
