In a country racing toward a digital future, millions of Indians remain disconnected from the opportunities that technology promises. The digital divide in India represents a stark reality where access to information and communication technologies is distributed unequally across regions, genders, and social groups. Understanding this divide and examining governmental efforts to bridge it is essential for anyone studying India’s technological transformation and its implications for social equity.

Understanding the digital divide in India

The digital divide refers to disparities in access to and use of internet and digital technologies. In India, this gap manifests across multiple dimensions. Only 43 percent of India’s population uses the internet, revealing a significant portion of citizens excluded from the digital economy. This exclusion is not random but follows predictable patterns based on geography, gender, caste, and economic status.

The rural-urban divide presents the most visible aspect of digital inequality. National Sample Survey Office data shows that only 24 percent of rural households have internet access compared to 66 percent in cities. This disparity extends beyond mere connectivity to encompass differences in digital literacy, device ownership, and quality of access.

Gender disparities in digital access

Data from the National Family Health Survey reveals that 57.1 percent of males and only 33.3 percent of females have ever used the internet. This gender gap exists across all states, with rural women facing the most severe disadvantage. Urban men consistently show the highest internet usage rates, while rural women lag significantly behind all other demographic groups.

Mobile phone ownership follows similar patterns. The Connected Women report indicates that 79 percent of adult males own mobile phones compared to 67 percent of adult females. Social norms, limited access to digital resources, and economic constraints compound these disparities, restricting women’s participation in digital opportunities.

Caste and socioeconomic dimensions

The digital divide intersects with India’s existing social inequalities. Scheduled Tribe and Scheduled Caste households experience significantly lower access to digital infrastructure. Research indicates that factors including urbanization, agricultural occupation, literacy rate, and scheduled caste population significantly influence digital access patterns across Indian states. Economic disparities further deepen the divide, with wealthier households having far greater access to both devices and internet connectivity.

Government initiatives to bridge the divide

Recognizing the urgency of digital inclusion, the Indian government launched the Digital India initiative in July 2015. This comprehensive program aims to transform India into a digitally empowered society through three core pillars: digital infrastructure as a utility, governance and services on demand, and digital empowerment of citizens.

BharatNet: Building the digital highway

Perhaps the most ambitious infrastructure project under Digital India is BharatNet. Launched in October 2011, BharatNet aims to connect all 2.64 lakh Gram Panchayats with high-speed optical fiber connectivity. This represents one of the largest rural broadband projects globally, designed to create the foundational infrastructure enabling internet access in even the remotest villages.

As of June 2025, over 2,14,325 Gram Panchayats have been made service-ready under BharatNet, with more than 13 lakh fiber-to-the-home connections provided. The project operates through a phased approach, with Phase I connecting one lakh Gram Panchayats, Phase II expanding to an additional 1.5 lakh, and Phase III focusing on integration with emerging technologies like 5G.

The amended BharatNet program approved in August 2023 introduced significant improvements, including ring topology connectivity, provision for operation and maintenance over ten years, and connectivity to non-Gram Panchayat villages on demand. This infrastructure enables delivery of essential services including e-governance, telemedicine, and digital education to rural communities.

PMGDISHA: Empowering through digital literacy

Infrastructure alone cannot bridge the digital divide without corresponding skills development. The Pradhan Mantri Gramin Digital Saksharta Abhiyan launched in 2017 with an ambitious goal to make six crore rural citizens digitally literate. The program aimed to ensure at least one digitally literate person in 60 million rural households.

Against the target to train six crore individuals, a total of 6.39 crore people were trained across the country. The program specifically prioritized marginalized sections, training over 1.17 crore individuals from Scheduled Tribe communities, more than 56 lakh from Scheduled Caste communities, and over 2.55 crore from Other Backward Classes.

Training under PMGDISHA covers essential digital skills including operating computers and smartphones, accessing the internet, using digital payment systems, and navigating government e-services. Common Service Centers across rural areas serve as local hubs where individuals attend training sessions and receive certification upon completion.

Mobile and broadband connectivity expansion

The government has undertaken extensive efforts to expand mobile connectivity across rural areas. As of October 2024, India has deployed nearly 25 lakh 4G base stations spread across 783 districts. The country witnessed the fastest 5G rollout globally, with over 4.62 lakh base stations deployed across 779 districts.

These infrastructure investments have produced tangible results. The cost of mobile data has plummeted from Rs 269 per GB in March 2014 to Rs 9.08 per GB, making internet access increasingly affordable. Median mobile broadband speeds have increased dramatically from 1.30 Mbps in 2014 to 95.67 Mbps, while average wireless data usage has grown to 22.24 GB per subscriber per month.

Progress made and challenges ahead

Government initiatives have produced measurable progress. As of March 2024, overall internet penetration in India stood at 67 for every 100 people, with Kerala leading at 87 and Telangana at 83 per 100 people. The expansion of digital infrastructure has enabled growth in digital payments, with UPI processing approximately 172 billion transactions in 2024, representing 46 percent growth from the previous year.

Digital literacy programs have reached millions, enabling basic digital skills that facilitate access to government services, educational resources, and economic opportunities. The establishment of Common Service Centers has created touchpoints for e-governance delivery in rural areas, improving transparency and efficiency in public service delivery.

Persistent barriers and gaps

Despite this progress, significant challenges remain. The rollout of BharatNet has faced delays, and last-mile connectivity continues to pose obstacles. The cost of devices, particularly smartphones and computers, remains prohibitive for the poorest households. There exists a substantial difference between basic digital literacy and the advanced digital skills needed for quality employment in the digital economy.

According to the Oxfam India Inequality Report, the richest 60 percent of Indians are four times more likely to use digital payment facilities than the poorest 40 percent. Economic disparities thus translate directly into digital exclusion, limiting opportunities for those who could benefit most from digital access.

Cybersecurity awareness remains limited, particularly in rural regions. While millions have gained basic digital literacy, training often emphasizes device operation rather than cybersecurity practices. New internet users in rural areas and among small businesses remain vulnerable to fraud, phishing, and other digital threats.

The path forward

Bridging India’s digital divide requires sustained effort across multiple fronts. Continued infrastructure investment must be complemented by affordability measures making devices and data accessible to all economic strata. Digital literacy programs need expansion and enhancement, moving beyond basic skills to include cybersecurity awareness and advanced digital competencies aligned with employment opportunities.

Targeted interventions addressing gender disparities are essential, including programs specifically designed to increase women’s access to and control over digital devices and internet connectivity. Similarly, focused efforts on marginalized communities including Scheduled Castes and Scheduled Tribes can help address historically rooted inequalities manifesting in digital access.

Local language content and services will prove crucial for meaningful digital inclusion. Platforms offering content in regional languages and vernacular interfaces can significantly enhance accessibility for non-English speaking populations. Collaborative efforts involving government, private sector, NGOs, and local communities can create holistic solutions addressing diverse needs across India’s varied geography and demographics.
