India’s economic growth story over the past few decades has been remarkable, and a significant driving force behind this transformation is the Information and Communications Technology sector. The ICT industry has evolved from a nascent sector in the 1990s to a powerhouse that now shapes the country’s economic trajectory. Understanding how ICT contributes to economic growth helps us appreciate its role in creating jobs, generating wealth, and positioning India as a global technology leader.

ICT’s expanding share in India’s economy

The contribution of the ICT sector to India’s GDP has grown substantially over the years. In 2022-23, India’s digital economy, which includes ICT services and manufacturing of electronic components, computers, and communication equipment, accounted for approximately 11.74% of GDP, valued at INR 31.64 lakh crore. The IT-BPM sector alone contributed around 7.5% to India’s GDP in FY 2023, and projections suggest this share could reach 10% by 2025.

This growth trajectory is particularly impressive when compared to the sector’s humble beginnings. The IT sector’s contribution to India’s GDP rose from just 1.2% in 1998 to 7% in 2019, demonstrating an exponential expansion. Looking ahead, the digital economy is expected to grow almost twice as fast as the overall economy, potentially contributing nearly one-fifth of national income by 2029-30. At that point, the digital economy’s share would surpass both agriculture and manufacturing sectors.

Understanding the multiplier effect

One of the most significant economic impacts of ICT comes from its output multiplier effect, which measures how growth in one sector stimulates production across the entire economy. The ICT sector demonstrates a higher output multiplier than many traditional industries, indicating strong backward linkages with other sectors.

What are backward linkages?

Backward linkages refer to the connections between a sector and its suppliers or input providers. The ICT sector creates demand for a wide range of goods and services including hardware and infrastructure such as computers, networking equipment, data centers, and telecommunications systems. It also requires professional services like consulting, legal services, and accounting, as well as utilities including electricity, real estate, and transportation. Educational services that provide trained IT professionals represent another crucial backward linkage.

Research suggests that for every rupee invested in the ICT sector, the overall economic output increases by approximately two to three rupees. This multiplier effect significantly exceeds that of many traditional sectors, underscoring ICT’s role as an economic growth engine. The high multiplier stems from ICT’s extensive connections with various industries including manufacturing, education, healthcare, transportation, and financial services.

Creating employment opportunities

The employment impact of ICT expansion has been substantial. Direct employment in India’s IT-BPM sector exceeded 5.4 million professionals as of March 2023, with indirect job creation estimated to be two to three times higher. This translates to the sector supporting approximately 12-16 million jobs across the economy, making it one of the largest organized private sector employers in India.

The employment multiplier effect is particularly noteworthy. For every job created in the core ICT sector, an estimated 2.5-3 additional jobs are generated in related industries and through induced consumption. These include roles in supporting services, infrastructure development, and sectors that benefit from increased household spending by ICT professionals. While initially concentrated in metropolitan areas, ICT employment has gradually expanded to Tier-2 and Tier-3 cities, contributing to more balanced regional development.

The software sector’s stellar contribution

Within the broader ICT ecosystem, the software development sector has emerged as a particularly dynamic component. The software industry’s share of GDP has increased from less than 0.5% in the 1990s to approximately 5-6% currently. This sector has been instrumental in establishing India’s reputation as a global technology services provider.

Several factors have contributed to the software sector’s remarkable growth. India has positioned itself as a global leader in software exports and IT-enabled services, generating substantial foreign exchange earnings. The country’s large pool of English-speaking, technically skilled professionals has been instrumental in attracting global companies. Despite rising wages, India continues to offer cost advantages compared to Western economies, making it an attractive destination for IT outsourcing. Government initiatives such as the establishment of Software Technology Parks, Special Economic Zones, and tax incentives have further fostered industry growth.

Export orientation and domestic evolution

Historically, India’s ICT sector has been predominantly export-oriented, with approximately 75-80% of revenues derived from international markets, particularly North America and Europe. This export focus has helped India accumulate foreign exchange reserves, establish global technology partnerships, and build international credibility for its technical capabilities.

However, there has been a gradual but significant shift toward increased domestic consumption of ICT products and services. This evolution reflects the maturing of the Indian economy, growing technology adoption across industries, and the government’s digital transformation initiatives such as Digital India. As the economy matures, ICT’s forward linkages are strengthening across various domains.

Strengthening forward linkages

Forward linkages refer to the connections between a sector and its customers or users of its outputs. As the Indian economy matures, ICT’s forward linkages are strengthening across several domains. Indian enterprises across industries are increasingly adopting digital technologies for operational efficiency and customer engagement. Government initiatives like Digital India are leveraging ICT for improved public service delivery, transparency, and citizen engagement.

Healthcare is being transformed through telemedicine, electronic health records, and health-tech solutions that enhance accessibility and quality. Digital education platforms, educational technology, and digital content are supplementing traditional education systems. In the BFSI sector, over 95% of banking payment transactions are now digital. Retail is shifting to omni-channel models, with e-tailers adding physical stores while AI chatbots and digital inventory tools enhance efficiency.

This evolution toward stronger domestic linkages creates a more balanced growth model for the ICT sector. While exports continue to be a major revenue source, the growing domestic market provides stability, diversification, and opportunities for context-specific innovation tailored to Indian needs.

Economic productivity and competitiveness

The digital economy in India is nearly five times more productive than the rest of the economy, demonstrating how technology adoption drives efficiency gains. This productivity advantage helps Indian businesses compete globally while creating high-value employment opportunities domestically. Over the past decade, digital-enabling industries have grown at 17.3%, significantly higher than the 11.8% growth rate of the economy as a whole.

The ICT sector’s contribution extends beyond direct economic metrics. It facilitates innovation across other sectors, enables new business models, and improves service delivery in both public and private domains. Digital platforms, in particular, have expanded rapidly, with an anticipated growth rate of approximately 30% in the coming years, creating new entrepreneurial opportunities and democratizing access to markets.

Policy support and infrastructure development

Government initiatives have played a crucial role in ICT sector growth. The Digital India program, launched with significant investment, aims to digitize various aspects of life and governance. The National Broadband Mission seeks to enhance digital communication infrastructure with an investment of $100 billion, including allocations for telecom towers, optical fiber infrastructure, and spectrum development.

The government has also launched several schemes for the promotion of electronics manufacturing under its Make in India strategy. With investment commitments of $30 billion, India aspires to become a global hub for Electronics System Design and Manufacturing. These policy initiatives create an enabling environment for continued ICT sector expansion and its contribution to economic growth.
