When you access the internet on your smartphone or use digital tools for work and education, you might take this connectivity for granted. But millions across India and the world face significant barriers in accessing these same technologies. This disparity between those who have access to Information and Communication Technologies and those who don’t is known as the digital divide.

What is the digital divide?
The digital divide refers to the gap between individuals, households, businesses, and geographic areas at different socio-economic levels regarding their opportunities to access information and communication technologies and their use of the internet. It’s not simply about who owns a smartphone or computer. The divide encompasses much deeper inequalities rooted in economic status, education, geography, gender, and social identity.
This divide has become unequal access to and effective use of digital technology, encompassing four interrelated dimensions: motivational access, material access, skills access, and usage access. In today’s information age, people without access to the internet and other technologies face significant disadvantages in connecting with others, finding and applying for jobs, accessing essential services, and pursuing educational opportunities.
Multiple dimensions of digital inequality
The digital divide manifests across several interconnected layers, each creating barriers for different segments of society.
Access divide
The most visible dimension is physical access to technology. This includes disparities in lack of telecommunication infrastructure with sufficient reliable bandwidth, the high cost and inability to purchase or rent necessary equipment. In India, only one in ten households have a computer, and approximately 25 percent of homes have internet facilities accessed via fixed or mobile devices.
Usage divide
Even when people have physical access to devices, significant differences exist in how they use technology. This usage gap reflects differences in the purpose of digital engagement-whether for entertainment versus education, consumption versus creation. Studies show that just 32.2 percent of youth created a digital presentation, and only 22.9 percent drafted a document, indicating that digital use remains skewed toward consumption rather than productive creation.
Skills divide
The ability to effectively utilize technology represents another critical dimension. In rural India, studies found that the majority of women who owned mobile phones only knew how to answer calls. They could not dial numbers or read messages without assistance from their husbands, due to lack of literacy and numeracy skills. This highlights how digital literacy-not just access-determines whether technology empowers or excludes.
The digital divide in India
India presents a compelling case study of the digital divide’s complexity, where traditional social hierarchies intersect with technological access.
Gender disparities
Women face substantial barriers in accessing and controlling digital technologies. Women in India are 41 percent less likely than men to use mobile internet, according to the 2021 GSMA consumer survey. The National Family Health Survey reveals that only 57.1 percent of males and 33.3 percent of females had ever used the internet, demonstrating a significant gender gap that persists across all states.
Ownership patterns reveal even starker inequalities. While 79 percent of adult males own mobile phones, only 67 percent of adult females do. More concerning is that only 56.9 percent of rural young women own mobile phones, compared to 81.2 percent of men. This dependence on family phones limits autonomy and restricts private use, fundamentally hindering women’s empowerment and equal participation in the digital economy.
Rural-urban divide
Geographic location significantly determines digital access. While 72.5 percent of urban males and 51.8 percent of urban females have used the internet, these figures drop sharply to 48.7 percent for rural males and just 24.6 percent for rural females. As per the Telecom Regulatory Authority of India, total internet density stood at about 49 percent, with only 25 percent in rural areas compared to 98 percent in urban areas.
Caste and tribal communities
Social stratification creates additional layers of exclusion. Some studies suggest that Scheduled Tribe individuals have 27 percentage points lower access to the internet compared to other individuals. Research from central Indian states shows that among Adivasi households, only 16 to 21 percent of males and 5 to 11 percent of females own smartphones, compared to already low national averages.
Understanding the knowledge gap hypothesis
The digital divide doesn’t exist in isolation-it connects directly to broader patterns of information inequality described by the knowledge gap hypothesis. This theory, proposed by Philip J. Tichenor, George A. Donohue, and Clarice N. Olien in 1970, explains how mass media exposure creates different outcomes based on education level and socioeconomic status.
The hypothesis suggests that as people with higher socioeconomic status continue to gain better access to digital technology, digital skills and broadband, they also gain access to a wealth of information, educational resources and other opportunities. Meanwhile, those with lower socioeconomic status have limited access to such technologies and skills, restricting their chances of acquiring new knowledge and advancing economically.
Why knowledge gaps widen
Five key factors explain why each new medium of information widens the gap between information-rich and information-poor individuals:
Communication skills: People with more formal education possess higher reading and comprehension abilities necessary to acquire and process complex information from digital sources.
Stored information: Those already better informed can more easily recognize, contextualize, and understand new information when they encounter it, as they can connect it to their existing knowledge base.
Social networks: Higher socioeconomic status typically correlates with broader social circles and professional networks that facilitate information sharing and digital skill development.
Selective engagement: People tend to seek out and retain information that aligns with their existing interests and needs, creating self-reinforcing patterns of knowledge acquisition.
Media system design: Different media platforms target specific audiences, and premium content often remains behind paywalls or requires devices and connectivity that exclude lower-income populations.
From theory to reality
Research suggests that the more mass media content flows into a social system where higher socioeconomic groups have faster and better access to information, the larger the gap grows between them and lower socioeconomic groups. This creates a concerning reality: as we increase educational and information resources, those with better chances to absorb them gain much more than those with fewer socio-economic resources.
Economic, social, and educational consequences
The digital divide perpetuates and deepens existing inequalities across multiple domains of life.
Education impact
The COVID-19 pandemic starkly revealed how digital exclusion translates to educational disadvantage. Students without reliable internet access or devices faced severe obstacles in remote learning, widening achievement gaps. The digitally excluded cannot benefit from e-governance initiatives, which weakens democratic participation and access to welfare schemes.
Economic exclusion
Digital literacy and access increasingly determine employment opportunities. Those without digital skills face limited prospects in an economy that demands technological competence across sectors. The divide creates what researchers call a “digital elite” while leaving others further behind in economic advancement.
Health and service delivery
Access to telemedicine, health information, and digital government services has become essential. The inability to access technology deprives individuals of critical resources and increases existing social exclusions, affecting health outcomes, mobility, safety, and financial inclusion.
Addressing the divide
The Government of India launched the Digital India programme in 2015 with three primary objectives: developing secure digital infrastructure, providing government services digitally, and achieving universal digital literacy. Programs like the National Digital Literacy Mission and Pradhan Mantri Gramin Digital Saksharta Abhiyan aim to make at least one person in every Indian family digitally literate.
However, bridging the digital divide requires more than infrastructure development. It demands targeted interventions that address the intersection of gender, caste, class, and geography. Underprivileged groups need motivation to incorporate technology into their daily lives, and digital skills programs must be designed to meet their specific needs.
Solutions must recognize that digital literacy programs cannot be one-size-fits-all. A forest-dependent tribal community may need training focused on accessing information about non-timber forest product prices, while agricultural workers might benefit more from learning about labor rights and minimum wages. Context-specific, culturally relevant digital education can help transform technology from a barrier into a bridge.
