The internet has become an indispensable part of modern life in India, connecting over a billion people to information, education, commerce, and entertainment. Yet few know the fascinating story of how this digital revolution began. The beginning: ERNET and academic networking
Before the internet became a commercial reality, India’s digital journey began in 1986 with ERNET (Educational Research Network). This pioneering initiative was launched by the Department of Electronics with support from the Government of India and the United Nations Development Program. ERNET connected eight premier institutions including the Indian Institute of Science, five Indian Institutes of Technology, the National Centre for Software Technology in Mumbai, and the Department of Electronics in New Delhi.
ERNET started with basic dial-up networks operating at speeds up to 1,200 bits per second, using UUCP protocol for email exchanges between institutions. By 1990, ERNET received its Class B IP address (144.16.0.0) from InterNIC, marking a significant milestone. The first 9.6 kbps leased line was installed in January 1991 between Delhi and Mumbai, and by 1992, all IITs and IISc were connected via 9.6 kbps leased lines. However, this network remained restricted to the academic and research community.
VSNL launches commercial internet: August 15, 1995
The watershed moment arrived on August 15, 1995, when Videsh Sanchar Nigam Limited launched the Gateway Internet Access Service, bringing internet access to the general public for the first time. Under the leadership of Chairman B.K. Syngal, VSNL introduced dial-up internet connections at speeds of 9.6 kbps.
The service came with significant costs that placed it beyond the reach of most Indians. Individual accounts were priced at Rs. 5,200 for 250 hours of connectivity, while institutional dial-up accounts cost Rs. 16,200. The service initially launched in four major cities-Mumbai, Delhi, Calcutta, and Madras-with plans to expand to Pune and Bangalore shortly thereafter. International connectivity started with multiple 64 kbps links to MCI in the United States, which would grow to T1 or E1 capacity by year’s end.
Despite the slow speeds and high costs, GIAS marked a revolutionary step. For the first time, ordinary Indian citizens could access the world wide web, send emails, and connect with the global digital community.
Breaking the monopoly: liberalization and competition
For several years, VSNL maintained its monopoly over internet services in India. However, the National Telecom Policy of 1999 transformed the landscape by opening the sector to private players. The Department of Telecommunications began issuing licenses to multiple private Internet Service Providers, ending VSNL’s exclusive control and ushering in an era of competition.
This liberalization brought immediate benefits. Data prices began to decline, making internet services more affordable. New ISPs started offering services beyond metropolitan areas, expanding coverage to smaller cities. Competition drove improvements in service quality as providers sought to attract and retain customers. The market saw the emergence of various service packages catering to different user needs.
By the early 2000s, prominent players had established themselves in the market. Satyam Infoway (later renamed Sify) became India’s first private ISP, pioneering internet cafes and corporate connectivity services. Bharti Airtel entered the internet services market. Tata Communications acquired VSNL in 2008, transforming the former monopoly into a competitive enterprise service provider.
The broadband revolution
The next significant milestone came in 2004 when the government introduced its Broadband Policy, defining broadband as an always-on internet connection with download speeds of 256 kbps or above. This policy catalyzed the shift from dial-up to broadband connections.
ISPs began offering various broadband technologies. BSNL and MTNL provided Digital Subscriber Line services using existing telephone infrastructure. Local cable operators partnered with larger ISPs to deliver cable internet. Wireless broadband technologies emerged to serve areas without wired infrastructure. Companies like Spectranet (now Spectra) focused specifically on providing high-speed broadband services to urban areas.
The mobile internet revolution
While broadband improved connectivity in urban areas, the true democratization of internet access came through mobile technology. The introduction of 3G services in 2010-2011 allowed users to access the internet on mobile devices at reasonable speeds, but the transformation was incomplete.
The real disruption came in September 2016 when Reliance Jio entered the market with an aggressive strategy offering free voice calls and extremely low-priced 4G data plans. This entry fundamentally changed the ISP landscape. Data prices plummeted by over 95% within a year. Jio acquired 100 million subscribers in just 170 days, forcing competitors to lower prices and improve services. Mobile internet became accessible to hundreds of millions of Indians who had never been online before.
Current state: a mature but evolving market
As of 2025, India’s internet ecosystem has evolved dramatically. The country now has over 900 million internet users, making it the second-largest online market globally after China. Internet penetration stands at approximately 70%, with 7 in 10 Indians now online.
The ISP market can be broadly categorized into several segments. Telecom operators providing mobile internet dominate with Reliance Jio, Bharti Airtel, and Vodafone Idea serving the vast majority of users. Fixed-line broadband providers include BSNL, Airtel Broadband, Jio Fiber, ACT Fibernet, Spectra, and Tata Play Fiber. Specialized ISPs like Sify, Hathway, DEN Networks, and numerous regional players serve niche markets.
Technology and services today
Modern ISPs in India offer advanced services that would have been unimaginable in the GIAS era. Fiber-to-the-Home technology provides speeds up to 1 Gbps in select urban areas. 5G services are being rolled out gradually across major cities, promising ultra-high speeds and low latency. Value-added services include bundled OTT platform subscriptions, smart home solutions, and enterprise-grade security. Specialized business solutions cater to corporate clients with guaranteed service levels.
The market continues to evolve rapidly. Rural India, which accounts for 488 million users or 55% of total internet users, is witnessing double the growth rate of urban regions. Regional language content is driving adoption, with 98% of users consuming content in Indic languages like Tamil, Telugu, and Malayalam.
Regulatory framework and challenges
The Telecom Regulatory Authority of India, established in 1997, oversees internet services and has played a crucial role in shaping the sector. TRAI has progressively updated broadband speed definitions, most recently setting the minimum broadband speed at 2 Mbps in 2023. The regulator also established net neutrality principles in 2016, prohibiting discriminatory pricing for data services.
Despite remarkable progress, challenges remain. Digital literacy levels are low, with less than 33% of youth aged 15-29 able to properly browse the internet, send emails, or conduct online transactions. A significant digital gender gap persists, with far more male internet users than female users. Cybersecurity awareness is limited, leading to rising cybercrimes and internet frauds. Infrastructure gaps in rural areas continue to hamper connectivity expansion.
Looking ahead
The journey of ISPs in India represents one of the most remarkable technological transformations in the country’s history. From ERNET’s restricted academic network serving a handful of institutions in 1986, to VSNL’s pioneering commercial service reaching thousands in 1995, to today’s mobile and fiber networks serving over 900 million users, ISPs have been at the forefront of India’s digital evolution.
With government initiatives like Digital India, BharatNet, and the Bharat 6G Alliance, the future promises even greater connectivity and innovation. As 5G networks expand and 6G technology develops, ISPs will continue playing a crucial role in bridging the digital divide and enabling India’s ambitions of becoming a truly digital economy.
