India’s journey toward becoming a digitally empowered society faces a fundamental challenge: the digital divide. While technology promises to transform education, healthcare, and economic opportunities, millions remain on the wrong side of this divide, unable to access the very tools that could improve their lives. Understanding why this gap exists is essential for building a more inclusive digital future.

The infrastructure deficit

The most visible barrier to digital access is the lack of adequate ICT infrastructure. Infrastructure challenges include inadequate broadband networks, unreliable electricity supply, and limited mobile tower coverage, particularly in remote and rural areas. Only 43 percent of India’s population uses the internet, revealing a massive gap in connectivity.

While 94 percent of India’s villages are covered by at least one mobile tower, coverage doesn’t guarantee quality service. Many hamlets within covered villages still struggle with poor network quality, slow upload and download speeds, and intermittent connectivity. In tribal regions, the situation is even worse, with some areas having no mobile network coverage at all.

Government schemes such as BharatNet, which aim to provide digital connectivity in rural India, have failed to deliver effective results. The infrastructure gap extends beyond connectivity to include reliable electricity supply, which remains a fundamental prerequisite for digital access that many communities lack.

The affordability barrier

Even where infrastructure exists, economic constraints prevent many from accessing digital technology. The cost barrier operates at multiple levels: purchasing devices, paying for internet services, and covering ongoing data expenses.

Among the poorest 20 percent households in India, only 2.7 percent have access to a computer and 8.9 percent to internet facilities. This stark statistic reveals how economic inequality directly translates into digital inequality. Women in India are 41 percent less likely than men to use mobile internet, often due to lack of personal ownership of devices and economic dependence.

Smartphone ownership remains unequally distributed. Research shows that in central India’s tribal regions, only 16 to 21 percent of males from Adivasi households own smartphones, while the figure drops to just 5 to 11 percent for females. For marginalized communities, the financial burden of devices and data plans represents a significant barrier to digital participation.

Education and digital literacy gaps

Access to devices and internet is only the first step. Without digital literacy, technology remains largely inaccessible. Only 38 percent of households in India are digitally literate, creating a skills gap that prevents meaningful engagement with digital tools.

The educational divide manifests across multiple dimensions. While 72.5 percent of urban males and 51.8 percent of urban females have used the internet, only 48.7 percent of rural males and 24.6 percent of rural females qualify for this condition. This urban-rural gap reflects both infrastructure limitations and educational disparities.

During the pandemic, these gaps became painfully visible. Access to the internet through any device was found to be far better in urban India at 44 percent than in rural areas at 17 percent. Students from disadvantaged backgrounds struggled with online education, lacking both the devices and the skills to participate effectively.

Teachers also faced challenges. More than 80 percent reported difficulties teaching online, with many citing connectivity issues and lack of training. Twenty percent of teachers stated they received no adequate training for digital education delivery, highlighting systemic gaps in capacity building.

Language and content relevance

The dominance of English and urban-centric content creates another layer of exclusion. Online content is predominantly available in widely spoken languages, excluding speakers of lesser-known dialects. This linguistic barrier prevents many from benefiting from digital resources, even when they have technical access.

India’s linguistic diversity presents a unique challenge. With 22 major languages and numerous dialects, developing content that serves all communities remains difficult. Most digital platforms, government services, and educational resources prioritize English or Hindi, leaving regional language speakers at a disadvantage.

Content relevance extends beyond language. Digital resources often reflect urban realities and priorities, making them less useful for rural communities. Educational materials developed in Western or urban contexts may not address the lived experiences of students in rural areas, reducing their perceived value and engagement.

Social and structural barriers

The digital divide doesn’t exist in isolation; it mirrors and reinforces existing social inequalities based on caste, gender, and class. Those with gender, caste and class privileges enjoy enhanced access to technology and internet, contributing to their progress, while marginalized groups fall further behind.

Research suggests that ST individuals have 27 percentage points lower access to the internet compared to other individuals. This caste-based digital divide perpetuates historical disadvantages, limiting opportunities for education, employment, and civic participation.

Gender disparities compound these challenges. Even within households that own smartphones, devices typically belong to male family members, restricting women’s access and autonomy. The GSMA Report indicates that 79 percent of adult males and 67 percent of adult females are mobile phone owners in India, revealing a persistent gender gap in device ownership.

E-readiness and adoption challenges

Beyond infrastructure and literacy, societal readiness to embrace digital transformation varies significantly. Cultural attitudes, trust in technology, and awareness of digital benefits all influence adoption rates. In some communities, traditional beliefs resist technological advancements, viewing them as disruptive to established systems.

The richest 60 percent are four times more likely to do a digital payment than the poorest 40 percent in India. This disparity reflects not just access issues but also differences in trust, familiarity, and integration of digital tools into daily life.

The pandemic accelerated digital adoption in some sectors while exposing gaps in others. The digitisation of healthcare through platforms like e-Sanjeevani and the CoWIN app for vaccine registration inadvertently created hierarchies in access, excluding the digitally disconnected. These experiences demonstrate that rapid digitization without addressing underlying divides can worsen inequality.

Pathways to bridging the divide

Addressing the digital divide requires comprehensive action across multiple fronts. Infrastructure development must extend beyond urban centers to reach remote villages with reliable, high-speed connectivity and stable electricity. Affordability initiatives should make devices and data plans accessible to low-income households.

Digital literacy programs need expansion and contextualization. Training should be delivered in local languages, tailored to community needs, and sustained through ongoing support rather than one-time interventions. Content development must prioritize regional languages and address the specific contexts of diverse communities.

Tackling social barriers requires acknowledging how caste, gender, and class intersect with digital access. Targeted interventions for marginalized groups, particularly women and disadvantaged castes, can help level the playing field. Building trust in digital systems through community engagement and demonstrated benefits will support broader adoption.

The government’s Digital India initiative represents an important framework, but implementation must address ground-level realities. Programs like the Pradhan Mantri Gramin Digital Saksharta Abhiyan aim to train rural populations, yet success depends on resolving the underlying infrastructure, affordability, and social challenges that perpetuate the divide.
