Countries across the globe are racing to harness information and communications technology to transform their economies, improve governance, and participate meaningfully in the interconnected world of business and trade. From developed nations investing billions in digital infrastructure to emerging economies leveraging ICT for leapfrog development, the global scenario of ICT adoption reveals a complex landscape of opportunity, competition, and transformation.

The global race for digital competitiveness

The global ICT market has grown into a massive economic force. At the end of 2024, the market reached $5.11 trillion, representing a year-over-year increase of nearly 8%. North America commands over 40% of this market, driven by deep enterprise IT budgets and early adoption of AI and edge computing platforms. However, the story extends far beyond traditional technology hubs.

Asia-Pacific is forecast to expand at an 8.34% compound annual growth rate through 2030, propelled by government-funded broadband initiatives, 5G rollouts, and manufacturing digitization. This region has truly become an emblem of the borderless economy, where digital services flow seamlessly across national boundaries and time zones.

Understanding e-readiness in a digital world

E-readiness refers to a country’s capacity to adopt, implement, and benefit from digital innovations. It encompasses digital infrastructure, human capital, policy environments, and innovation ecosystems. According to the 2024 Network Readiness Index, the United States, Singapore, Finland, Sweden, and South Korea lead as the most network-ready societies globally, with seven of the top ten positions held by European countries.

What makes these nations stand out? They have invested consistently in robust digital infrastructure, cultivated digitally literate populations, established supportive regulatory frameworks, and fostered innovation through public-private partnerships. Countries with higher digital readiness demonstrate higher GDP per capita and tend to be more productive, highlighting the direct correlation between ICT capabilities and economic prosperity.

E-readiness allows countries to leverage their existing digital assets to generate competitive advantage. It’s not simply about having technology-it’s about creating an ecosystem where technology can thrive and deliver value across all sectors of society.

Emerging economies closing the gap

Emerging economies such as India, Nigeria, and Indonesia are rapidly improving their digital readiness. These nations demonstrate that strategic investments in digital infrastructure and governance enable them to redefine their roles on the global digital stage. Countries like Vietnam, Kenya, and Ukraine consistently surpass expectations across multiple pillars, proving that resourceful approaches and targeted investments allow countries to make impactful digital strides even with limited resources.

Asia’s emergence as a digital powerhouse

Asia has transformed into a symbol of the borderless economy, with several countries demonstrating remarkable ICT adoption rates. China stands out as a digital powerhouse, excelling across all foundational pillars of technology, people, governance, and impact. The scale of digital transformation in Asian nations is staggering, driven by massive populations, growing middle classes, and supportive government policies.

This regional transformation isn’t happening by accident. Governments across Asia have implemented comprehensive digital strategies, invested in telecommunications infrastructure, and created favorable conditions for technology companies to flourish. The result is a dynamic ecosystem where innovation moves at an unprecedented pace.

India’s ITES sector contribution

India’s information technology and IT-enabled services sector exemplifies how strategic focus on ICT can transform a nation’s economic trajectory. The IT-BPM sector contributed approximately 7.5% to India’s GDP in fiscal year 2023, with projections suggesting this could reach 10% by 2025.

India’s IT exports rose to $224.4 billion in FY25, representing a year-over-year growth of more than 12%. The sector employs over 5.4 million people directly and has created millions of indirect jobs across the economy. What began as a cost arbitrage opportunity has evolved into a sophisticated ecosystem delivering cutting-edge services in AI, cloud computing, cybersecurity, and data analytics.

The ITES sector’s success stems from multiple factors: a large pool of English-speaking technical talent, competitive labor costs, government support through policies and infrastructure, and the entrepreneurial drive of Indian technology companies. Major global corporations source IT-ITES from India, with the country accounting for approximately 55% of the world’s service sourcing market.

Beyond traditional metros

Non-metro cities such as Udaipur, Visakhapatnam, Coimbatore, and Nagpur drove over 50% of IT hiring growth in the first half of 2025, significantly outpacing traditional hubs like Bengaluru. This geographical diversification reflects how ICT development spreads economic benefits beyond established centers, offering cost advantages of around 30% while tapping into talent pools across the country.

Assessing state-level e-preparedness

Within countries, assessing the e-preparedness of states or regions helps identify strengths, weaknesses, and areas requiring intervention. India provides a compelling case study in this regard. Different states demonstrate varying levels of digital infrastructure, human capital, and ICT adoption.

E-preparedness assessment considers factors such as broadband penetration, digital literacy rates, availability of e-government services, private sector participation in ICT, and regulatory environments. States like Karnataka, Maharashtra, and Telangana have emerged as technology leaders, while others are working to bridge digital divides through targeted investments and policy reforms.

Understanding these disparities allows policymakers to design appropriate remedies-whether that means investing in telecommunications infrastructure in rural areas, launching digital literacy programs, or creating incentives for technology companies to establish operations in less developed regions.

ICT and second-generation reforms

ICT plays a critical role in what economists call second-generation reforms. While first-generation reforms focused on macroeconomic stability, fiscal discipline, and trade liberalization, second-generation reforms strengthen market infrastructure, increase efficiency, create competitive markets, and renew institutional frameworks.

Open government proponents believe governments in the digital age can use ICT to reduce corruption and increase transparency, accountability, efficiency, and citizen participation. E-governance platforms allow citizens to access government services online, track applications in real-time, and hold officials accountable for delays or misconduct.

Improving government efficiency

Governments are increasingly prioritizing digital transformation to improve the speed, accessibility, and efficiency of public services. ICT investments drive the development of e-governance platforms, smart cities, and online citizen portals that foster better communication between citizens and administrators.

Business process reengineering enabled by ICT transforms how governments operate. Instead of simply automating existing inefficient processes, forward-thinking governments redesign their operations from the ground up, eliminating unnecessary steps, reducing paperwork, and creating seamless digital experiences for citizens.

Enabling private sector participation

Second-generation reforms also emphasize creating conditions for robust private sector participation in economic development. ICT infrastructure reduces barriers to entry for entrepreneurs, enables new business models, and connects small businesses to global markets. Digital payment systems, online marketplaces, and cloud-based services allow even micro-enterprises to operate with efficiency previously available only to large corporations.

Second-generation regulatory reform means creating a new transparency and competition regime that retains flexibility and expertise while strengthening incentives to work in the consumer interest. ICT makes this possible by providing tools for monitoring, enforcement, and stakeholder engagement at scales previously unimaginable.

Challenges in the global ICT landscape

Despite remarkable progress, significant challenges remain. Digital divides persist both between and within countries. Access to ICT infrastructure, affordability of devices and connectivity, and digital literacy remain barriers for billions of people globally. Countries in parts of Africa and certain Pacific nations often rank lower in digital readiness indices, highlighting the need for targeted investments and policy reforms.

Cybersecurity emerges as an increasingly critical concern. As governments and businesses digitize operations, the risk of cyberattacks targeting critical infrastructure and sensitive data escalates. Nations must invest not only in digital infrastructure but also in robust security frameworks to protect their digital assets.

The rapid pace of technological change also creates challenges. Skills that were relevant five years ago may be obsolete today. Continuous learning and adaptation become essential, requiring investments in education systems and training programs that can keep pace with evolving technology landscapes.
